Think 3ohm accross switch may be resistance of bulbs plus wiring which would indicate OC switch if you had 3 ohm accross switch it would be getting a tad warm 😬 and lights would be on permanently but v dim, best way to check switch will be to mark position of wires then remove (or disconnect battery), test meter for 0 ohms when probes shorted together, then measure across terminals for resistance switching between v high and less than 1 ohm as switch operated. if always high then switch fubar-ed and go to Nick's instructions above.
teaching granny mode on, for voltage, with battery and switch all connected, select DC volts on meter, select appropriate range, clip black probe to battery earth or engine, with red probe check for 12v at battery side of switch terminals. (may need ignition on depending on wiring). 12v should switch across terminals as switch operated.
