Drill out the rivets on the inner skin, remove sill, replace with new one, drill through rivet holes into new sill (or mark sill and drill off the car), apply new rivets.

Phil,

 

I found it easier to drill the head of the rivets off with a 5mm sharp drill and then use a small punch to knock the shank through behind the interior panel. I used one of the small hex shaped bits from my Halfords socket set and a hammer to tap the shanks through. I expect if you try and drill the whole item out you may end up opening up the hole too much for the replacement rivets.

Good point about knocking the rivet shanks out - I use a large panel pin!

Whenever I knock rivets out, I spray some Waxoil through the hole - this will (hopefully) preserve the chassis, and it also gives the bit you've knocked through something to to stick it, and stop it rattling around.
