A driver course like Steve says is probably the best.

 

If you meant to the car, then tyres/wheels (13", with Yoko A032R/A021R's) are probably the best and cheapest upgrade, and suspension.

 

I have seen people driving standard 1600 xflow cars, passing SL's, SLR's etc, most of the time it is down to the driver.

 

Once you start upgrading the engine, you are stressing it more, and depending how far you go with the upgrade, engine life is going to shorten, and the cost starts building.
