It means that if a dragon ever threatens you, or carries off an attractive maiden you know, it is your right as an English blokey to be protected by some bloke dressed in metal and riding a horse!

Not especially English, that George chap (St. Patrick, however, was from what is now England). Look what I found on the interwibble:
