Fitting a throttle stop

OK had a couple a goes searching and couldn't find anything.

Following my broken throttle cable at Brooklands at the weekend I have duly bought a throttle stop as advised. However when I've gone to fit there is no hole in the front of the pedal box, is this normal?

Just wanted to check before I start trying to work out how to make a hole min the pedal box. I've looked online and can see a few other cars where there does seem to be a hole there already.

However, with enthusiastic full throttle when sprinting I found the aluminium of the pedal box was beginning to dent. I solved that problem by bolting in a stainless steel plate inside the pedal box. Just  thought...
