Drumster
I just bought the appropriate countersink drill bit, I'm sure your local hardware store would have them. They're not expensive.Something like this......
ScottR400D
I might have the wrong end of this stick but by ‘I don’t have anything big enough to countersink’ do you mean a bigger drill?if so you should be careful; drills are ground at 118 degrees, countersinks are typically 82 or 90 degrees. Best to get a proper one.
ScottR400D
Mind you, button heads look fine and you don’t weaken the wheel centre.
Wrightpayne
I’ve recently acquired a set of HSS countersinks from Toolstation and they worked very well it wrought iron. £7.44.Ian

ECR
If the wheel is black anodised and you countersink it you may have a small silver witness mark around the heads of the screws when fitted ...... Button heads avoid this Or you could use a countersunk washer: https://www.ebay.co.uk/itm/M4-M5-M6-M8-Countersunk-Washers-Anodised-Aluminium-Fairing-Fender-Alloy/282768693899?hash=item41d653da8b:m:ms2AWEgs058sXqGLsYWTv1w
