Rear Hub Issue

Hi having difficultly fitting one of my rear hub/disc onto (RHS) drive shaft 

It slides on to the drive shaft for easily for 1.5cm then goes tight I tried using the hub nut and thrust washer to fully seat but can only get it to move around another 1cm then its solid (cant tighten any further due to the drive turning) its still needs to go about 1cm to fully seat.

I have swapped the hub/disc to the opposite side (LHS) and it seats fully without having to use the hub nut.

Any thoughts? Could it be a manufacturing issue with the splines on the drive shaft?

Are the hub bearings on both sides seated the same distance inside in their carriers.  Also from memory the LH Drive shaft is the shorter of the two which may be worth a check.  Is it worth attempting to simulate assembly with the De Dion, hubs, and drive shafts on a bench.  You might see something on the bench that isn't apparent from the standard swearing position on the garage floor.
