Removing steering column top support question

I'm not sure what to call it, its the black powdercoated part that starts off in the engine bay parallel to the bulk head, the column enters it at this point and the part carries on to the bottom dash crossmember (where the QR wheel then attaches), anyway, i intend to remove it as im having a number of items powdercoated and its on the list (corrosion and a few re paints on the part in the engine bay). Removal looks straight forward but just checking im not missing something.... remove steering column, remove two bolts that bolt down by the bulkhead and remove the steering lock/ignition part?

 

Are the steering lock bolts security bolts? If so what's the process to remove?
