mot and emissions

according to the dvla on page 15:

The VIN Code consists of the 6th, 8th and 9th digit of the VIN number. Where the 10th digit of the VIN is equal to or less than 'W' and the 6th digit is 'C' or 'K', the vehicle concerned should be considered as 'amateur built' and as such should receive a visual smoke test only

 

I meet all the other criteria, but my 10th vin character is the didgit '1', is that greater or less than 'W'?

What year is your car? If it is 2001, as suggested above, then it will have been through SVA and therefore will need to pass an emissions test. Some MOT testers may not understand the rules correctly and let you get away with a no visible smoke test.
