AFAIK there are no connections to that use the metal dash for an earth return. As for screening, what screening! the dash is open at the bottom so the dash panel will have little or no effect. Not sure about the tacho problem, can you try a swap with another unit to see if it's the tacho, the engine signal or the installation? Good luck Matt Is it a bike? Is it a car?
