probably because your Picasa link is to a page not to the picture itself. Go back to picasa, right-click on the image and choose 'copy link location' paste this into the box that bc offers you.

 

I pasted the link you put in directly into the browser and got

The requested URL /_V5UxLXo69gc/SRr7NGX6-28-9-05%2005092820.JPG was not found on this server.

Sadly I don't get that option (not even greyed out) when right clicking image in picasa.

 

There is a "Link to this Photo" link on the right of the picasa page which produces:

https://picasaweb.google.com/lh/photo/DBSNgmBu5ZH6nsQLByNMXQ?feat=directlink

 

I got the one you tried above by right clicking image and selecting "properties", then combining the "Address (URL)" which takes it up to 7NGX6- and the image name at the top of the properties box was the rest.
