The Government are worried that mens' penises are getting smaller.

 

To find out how great the problem is the Government have asked all men with a penis smaller that two inches to fly a white flag, with a red cross, from their vehicles until further notice.

S'funny you say that my old sheep shagging friend, upto now I had always assumed that those flying their flag from their car were big c0cks, however maybe they are little c0cks.
