It was intended to regulate the use of heavy engines pulling large loads. The Act limited speeds to 6.4 mph per hour in the country and 3.2 in towns. It also required that every road vehicle must have three attendants - one to steer, one to stoke and one to walk ahead of the vehicle, bearing a red flag'.
