Piper verniers wear

Got my 1800ss engine onto the stand yesterday to start prepping for next year, and I was a bit surprised to find there was between 0.008 and 0.009 in wear across the top of the teeth, the exhaust side worse. Is this normal or is this caused by over tensioning the belt? Or just cr@p metal? The engine has done 15k miles over 2 years use.
