It's portable from car to car with a battery pack so one unit could be used by different sprinters to compare lap data on their runs. Or useful for people car-sharing to see where one is gaining time on the other, and help both improve. It creates its own track maps based on GPS so it doesn't matter if you drive it round the car park, it will map your data doing that 😬. So in other words it can be used at any sprint venues not just race circuits as it's not dependent on timing beams or anything.
