SVA question

What are the rules regarding emission requirements and catalysts on SVA tests?

Can a new car (i.e. previously unregistered)with a new engine,built from a kit,pass the SVA test and get a current registration without having a Catalyst fitted? Some friends of mine seem to think that they have seen new cars pass SVA without catalysts on them and get a new reg number.

I have looked through the archives at Emissions and V5 and so on but these all refer to the MoT test after the car is on the road.

I would like to know if I need to fit a cat in order for the car to get a new reg.

A copy of the SVA handbook would be useful around now!

Not sure where it is written in the regulations but my car (SLR) had problems with the emissions on the test, although the VHPD engine is probably fairly marginal on this anyway. I guess it depends on what engine and state of tune it is in.
